[Sls-ngu] Updated Draft NGU Green Book now available on CWE

I have placed an update (based upon comments I have received from members of the NGU WG) to the draft NGU Green book on the CWE under the following URL (Note: the current version is marked as April 2 in the file name). This will be the version for discussion at the Spring CCSDS meetings in Darmstadt on April 16 in the afternoon.
