[Sls-mhdc] 124 cleaned up and a slight modification included.

Dear working group,

Since we have received no comments, the document has been cleaned up and 
loaded it to CWE ready for the Spring Meeting. There was a slight change 
to equation 22 (highlighted in red in the word document) that was found 
during implementation on OPS-SAT. 

Of course any input is still most welcome.
