[Sls-mhdc] 124.0-B test data set

Dear working group members,

I just have placed a zip file on CWE private which contains the data set 
that ESA proposes to use for different data compression techniques 
comparisons. It was created by taking the top eleven HKTM packets (in 
terms of bandwidth usage) over a week period for the Venus Express 
spacecraft. Hence it gives a good range of possible behaviours in a real 
operational scenario.
