Dear working group,

While writing some pusedo code for Mickael I realised that a few minor 
teaks to the standard would make it much easier to implement. Therefore I 
have uploaded a new version with these changes highlighted in yellow.

Dear working group,

I just uploaded a completely reworked version of the draft white paper for 
124.0-B. It is in CWE private in the 124.0-B directory.

As well as incorporating the comments from the WG in the spring meeting, 
it has been expanded to cover how to deal with gaps in the decompressor 
input.
