[Sls-mhdc] CCSDS 124.0-B sample data

Dear Working Group,

As for MHDCA-1804-4 (a) I've uploaded three different kinds of sample data to the CWE.
My colleagues from the command&control department have also recommended to include the "compatibility with the security layer" (required for many missions) as a selection criteria for this standard.
