Dear Aaron and members of the Working Group,



It has been a while I have not participated in meetings of the Working Group due to no authorization from our CSA management even though I keep requesting for. Since last year the Liberal Party government is in power, which is more friendly to federal government scientists, some policies have begun changing. I have got permission from my director to spend a limit amount time to support CCSDS activities. I am continuing pushing our CSA management to authorize me to participate in CCSDS working meetings.



I quickly reviewed the status and progress of the MHWG via the CWE Private. You folks have done excellent job and made great accomplishments thanks to your hard work.



The White Book is for a new recommended standard “Near-Lossless Multispectral & Hyperspectral Image Compression” (123.1-B). I will review this draft document in detail and provide my inputs and comments before the coming up CCSDS technical meeting in San Antonio. I will not participate in this meeting and wish you have a successful meeting. If it is necessary to clarify my comments on the White Book, I may be reached via teleconference during the period of the meeting.

I have uploaded a significantly revised White Book for CCSDS-123.1-B to the CWE:

              CWE Private / 123.1-B / WhiteBook / 123x1w1-2017Apr24.{doc,pdf}



It became somewhat cumbersome (and potentially confusing) to try to incorporate portions of CCSDS-123.0-B by reference. So this draft is self-contained — if there’s a section of 123.0-B needed here, I simply copied that section and made the necessary changes.
