[Sls-mhdc] Update to Entropy Coder FPGA Implementation (MHDC-A-1604-8)

Dear Working Group,

I have uploaded a revised version (“v2”) of the FLEX FPGA implementation information to:
	CWE Private / 123.1-B / Entropy Coders Comparison / Hardware complexity / MHDC-A-1604-8-EntropyCodersCompl_JPL_FLEX_v2.pdf

This revision:
	(1) clarifies a minor point: the entropy coder implementation supports up to 1024 bands. (Of course, this includes an image with 480 bands, so the previous version was not incorrect. But it might have been misleading, since increasing the number of bands from 480 up to 1024 would not affect resource utilization.)
	(2) adds FPGA implementation information for the complete compressor, to help provide some insight into the relative complexity of the entropy coding and prediction stages.
