[SLS-DC] Update to 124 blue book

Dear Working Group,

Following comments at the spring meeting and a talk with Miguel, I have added a chapter 6 to the blue book, which describes a presentation layer for handling the compression of multiple bit streams simultaneously and storing the results in a file.
