[SLS-DC] CCSDS 124 annex proposal

Dear WG members,
As discussed at the last meeting, ESA is proposing to update the CCSDS 124 blue book to include an annex on using it to compress files. While working on this I realised that the value of being able to handle multiple packet streams is generic and not just related to file compression. The same goes for introducing a mechanism to send an uncompressed packet if it does not compress well (or the OBSW had no CPU time to compress). Hence I am slightly updating the proposal to include these elements at the upper level whilst leaving a subset of requirements for the special case of file compression. Loaded to CWE, link below.

I just want to bring this up now in a quick and easy format to read. If nobody has any comments by mid November I would start working on blue book annex that describes this in a more formal manner- for review at the spring meeting.
