[SLS-DC] Candidate cross-validation vectors

Dear Working Group,

Please find below the link to a candidate set of test vectors for the 
cross-validation of 123.0-B-3. The package contains a PDF with 
instructions, along with the input vectors and the expected outputs.

Note that two of the proposed test activities require a little extra 
processing beyond the Recommendation itself, but I believe it should 
help us find ambiguities and other problems in the draft. Also, please 
note that in section 5.4.3.3.5.4.2, we need to use the max instead of 
the min function to get the bitdepth of the hi-res accumulator (this is 
the only deviation from the latest draft of the red book, i.e., v9).
