[SLS-DC] Revised draft 123B3 Red Book

Dear Working Group,

I have uploaded to the CWE a revised draft Red Book: CWE Private / 123.0-B-3 / 123x0b3_red_v5_2025Jun.

I accepted changes from the previous draft so that the newest changes are easier to spot.

Summary:

I've attempted to address the issues Miguel noted in his review of the December 2024 draft. (Search on "Miguel" to find them.)
  *
Minor edits in 2.1 on the evolution of the different Issues of the standard
  *
Option to vary damping parameter in the first four lines of an image (4.9)
  *
New option to compress an image in "staggered" scan order (5.4.2.2)
  *
New image "trailer" option allowing encoding of a classification map at the end of an image (5.5)
