[SLS-DC] CCSDS Spring 2022 Data Compression working group meeting code

Dear All, and Dear Mark,

In 2020 Flexible Dynamic Block Adaptive Quantisation (FDBAQ) was proposed 
as a SAR raw data compression scheme to be standardised in the framework 
of CCSDS. 

After reviewing the current state of FDBAQ it is now clear that FDBAQ has 
not yet reached the maturity level in terms of acceptance, awareness and 
universal applicability to justify adopting it as a standard. For this 
reason, we propose to put the activity on hold for the current year with 
the intention to reappraise in 2023.

For the aforementioned reasons,we will not join the CCSDS Spring 2022 Data 
Compression working group meeting (11-5-2022) and ask you to convey the 
above message
