Title - It would be helpful if the title mentioned AOS and USLP as well. A casual look at the title gives the impression that it is only applicable to TM.  - It would be preferable but not a must.

The topic was discussed in CCSDS back in 2021 when USLP was added to the TM C&S - it was agreed jointly between SEA, SLS, and SLS-CC to not change the title.
If any member agency is interest to re-discuss the topic, we are of course available, but with preference during technical meetings, especially for not delaying further the publication.
Section 1.4 - It doesn’t look like rationale for the standard. This issue should be corrected
Agreed. This section comes from the first version of CCSDS 131.0-B (2003) and it appears a residual that was never reviewed over the years and issues/revisions.
The section can be deleted by the Editor
Editorial - I assume that these black bars will be cleaned up before publication (See attached File)
Actually no, black bars stay – all past standards always had the black bars showing the changes from past version as indicated by the NOTE in the change records.

NOTE – Substantive changes from the previous issue are marked with change bars in the inside margin
Section B1.1 - It would be nice to mention SDLS (Space Data Link Security). This issue should be corrected since SDLS is directly applicable and is more applicable than application and transport layers.

We propose to revise the text in Section B from

… to be performed at higher layers (application and/or transport layers)…

TO

… to be performed at higher layers (application, transport, and/or space data link layers)…

Checking in to see what the status of the 131.0 Blue Book is after polling. Shannon mentioned that the poll comments had been reviewed but there was maybe a question as to what needs to happen next to resolve the comments and move this document on.
