[SLS-CC] SLS Plenary - highlights with Action of populating CWE with draft working version

Dear WG,
Hope this finds you well.
With some delay, I report the latest from SLS and CESG/CMC meetings.
Please read carefully, since some points involves actions or changes in the future organization.

* TC 231.0-B-4 is accepted with technical corrigendum of LDPC tail sequence, together with the projects for the 5-year review of TC/TM Green Books.
* From now on, working version of books are requested under CWE https://tinyurl.com/CS-Draft-Documents
* All Book captains that have a working version, if you can please start populating the folder as per picture below, and work always on the driver (so that everybody is aware and can access the latest version).
All others, please never modify or comment files, without informing the book captains. The idea is to have a single point were we can see latest status of the book

* The Special Interest WG (SIG) about LunaNET is official with Chair Daniel Pettitt/ESA.
A person of our WG will support the LunaNET SIG concerning C&S technical aspects. These may include LDPC coding, frame synchronization, PL framing, etc, as originally reported in the LNIS AD1 Vol A (Augmented Forward Signal).
Following consultation with ESA and NASA, the proposed person from C&S is @Stefano Petri<mailto:Stefano.Petri at esa.int>
* Jean-Luc is confirmed as SLS DAD (congratulations @Issler Jean-Luc<mailto:jean-luc.issler at cnes.fr>)
* Modified workflow for agency review (RED-1): The chief technical editor does only edit the books after CESG/CMC approval. This allows technical meeting book finalization and direct CESG and CMC approval the week after the technical meetings. The books going into the approval must be in ship-shape for the technical content (book editor / book captain from WG is in charge), but typos, formatting and checking of the adherence to the CCSDS publication guide will be done by the chief technical editor (Natalia and Lee) only after the approval.
