[SLS-CC] Proxy-1 - C&S Blue Book Final Version for Agency review

Hi all,
We received few comments from Jorge that were implemented (see text file and PDF).

As such, I will contact AD for asking the Agency review of Proxy-1 C&S, while adding also the publication of LBDF OB (as per outcome of the Spring meeting)
