Update to email below: I missed the parallel email of Stefano, in reply to AI_25_09 and AI_25_10.
AI_25_09: for your convenience I reattach here the presentation of Stefano. I see that based on the analysis ADR vs VCM, ADR seems sufficient for Proximity-1 Ka-Band needs.
Please take time to review the analysis, and if will agree with conclusion, next Spring meeting inputs can focus on ADR.
AI_25_10: Stefano/ESA confirmed previous value, reported again for convenience
* Doppler frequency range: ±870 kHz (coherent mode); 435 kHz return non-coherent and 372 kHz forward non-coherent
* Doppler frequency rates:
* 7.2 kHz/s (non-coherent mode),
* 14.3 kHz/s (coherent mode).
Based on this, Wing/NASA can proceed with the PLL analysis, AI_25_11, with target Spring 2026.
Summary of way forward:
* WG to review the RS analysis of previous email done by CNES
* WG to review the ADR vs VCM analysis done by ESA
* If both are agreed, by Spring meeting,
* Jorge/ESA can use CNES analysis as input for the TM GB,
* all agencies can consider ADR as baseline for the Ka-Band Prox-1 definition inputs (I expect an iteration of C&S and RFM books)
* In parallel, still for Spring meeting:
* Wing/NASA can in parallel work on the PLL analysis based on Doppler rates above
* Victor/NASA can prepare the an input for proposed edits of 131.0-B for having parallelization of the Convolutional on the two I/Q branches (when using OQPSK)
* Nicola/ESA can continue work on TC Green Book

For the AIs mentioned in previous email, an update:
* AI_25_08, input for Ka-Band proximity: we got a single input from NASA. AI is closed, ESA is completing an analysis of ADR vs VCM (AI_25_09)
(please check email thread for the given input)
* AI_25_10: Stefano/ESA will come back on this, together with AI_25_09.
* AI_25_12: Daniel/ESA confirmed that for LunaNet the GMSK + PN ranging is not a strong requirement, but is understood a generic need of ranging with high-rate telemetry. AI is closed. For the definition of the Ka-Band ranging, Agencies can consider other waveforms in place of GMSK+PN.
* AI_25_14: ESA and NASA see no issues in having 2 Hz resolution for Ka-Band lunar links. AI is closed
* AI_25_15: ESA sent the picture of the stack for the Session Control Book to SLP WG. AI is closed
In parallel:
* AI_25_17: CNES/Herve performed an polynomial analysis for RS for explaining why PN8 is a valid RS. ESA agrees with conclusion, and proposes the WG to review the analysis (see attachment).

For re-starting activities, I would like to propose the following way forward:
By December 15th:
- Fall 2025 MoM (including already comments received so far) to be reviewed
- All agencies, AI_25_09 to be completed
To provide system scenarios for Lunar missions, to be adopted for the system analysis (see AI_25_09). In particular, to provide:
§ -orbital parameters
§ -EIRP and G/T (relay and user)
§ -min. required data volume per pass (or minimum average data rate)
- @Stefano Petri<mailto:Stefano.Petri at esa.int>/ESA, to please check completion of action AI_25_10 and inform WG
- @Daniel Pettitt<mailto:Daniel.Pettitt at esa.int>/ESA to please check completion of action AI_25_12, and inform WG
- All agencies, to complete AI_25_14
Member agency to check with vendor if they can be frequency agile in Ka-Band Lunar allocation with a resolution of 2 Hz
