I received no objection to the disposition below, and thus Agency Review
for CCSDS 131.3 can be considered closed.
I kindly ask SLS AD for a publication resolution of the document in

Dear colleagues,
Marie and I reviewed the DVB-S2 BB document for checking correct
implementation of dispositions.
However, after careful review, we realised that RID ESA-AM-01, accepted
during the review, was actually causing a technical discrepancy.
For your convenience, I remind you that the RID was asking for removing
the entry "Unmodulated" under the MODCOD table in ANNEX D with the
rationale that an unmodulated signal is not a DVB-S2 signal but rather an
operational use of the transmitter.
In reality, we realised that the term unmodulated refers to a DUMMY
PLFRAME as specified in DVB-S2, Section 5.5.1, that is nothing else than a
PLHEADER + 36x90 symbols with I=Q=1/sqrt(2). (see screenshot below)
Hence our proposal would be to change the ESA-AM-01 disposition and the BB
as provided in attachment. (i.e., keep Unmodulated but add a note for
clarification)
Could you please let me know if there is any opposition to this approach
by no later than 15th September 2021 (EOB)?
