Dear all,
 please find enclosed the Agenda for the C&S WG meeting, to be held on 
18th October 2021, 14-18 (CET).
Inputs are in attachment, and (for records) can be found also at 
https://tinyurl.com/23m7e9vr 

Beyond inputs, we will have the following points:

1) Agency review RIDs
I'd like to do the RIDs disposition for 131.0 and 131.2 during this Fall 
meeting, for avoiding to call later a dedicated meeting.
Agency reviews will formally close on 8th October, thus leaving just 5 
working days for reviewing them. 
Since it is a limited time window, my proposal is that in then Fall 
meeting we will write dispositions, and then we will give some time for 
possible comments/objections, and obviously inform the RFM WG about the 
changes in the common book.

2)  Working group discussion of Variable Length Frames 
Based on the outcomes of the SLP and C&S meeting we had on 30th September 
(see Greg's email on 01-10-21 at 20:20 CET with related MoM) we will 
discuss the way forward for possible technical solutions of implementing 
VLF.


3) Working group discussion of AOS FHEC
Based on the feedback received by DLR, NASA, and ESA, it is understood 
that the preference would be to keep the FHEC, but to resolve the virtual 
fill missing specification, and update the Green book with notes that 
avoid a misuse of the FHEC.
Under this agenda item, we will discuss the way forward for then providing 
SLP with a consolidated feedback for possible updates of BB 732 and GB 700
