[SLS-CC] WG resolution for retiring 231.1-O-1 Short block length LDPC codes for TC synchronization and channel coding

 based on the outcome of C&S Spring meeting, the C&S WG resolved that 
"231.1-O-1 Short block length LDPC codes for TC synchronization and 
channel coding" can be retired.

I kindly ask the AD for the Area Resolution
