[SLS-CC] C&S: "Minutes" of the Spring 2020 meeting

Dear colleagues,

please find attached the "minutes" of the Spring 2020 C&S meeting.
In practice, I only recorded the decisions taken offline over the past 
couple of weeks, based on the feedback received, and relative
to the inputs provided. I prefer to have it in the format of MOMs to 
simplify the action tracking.
Please have a look at the action registers, and in particular at the new 
actions but also to the old ones (in case I forgot to close some).
The minutes will be in CWE, as usual. I will consider them final in after 
1 week (Monday 25 May).
