[SLS-CC] C&S: concept papers for WG comments (due date 06 June)

Dear WG members,
please find attached 2 draft concept papers. For both papers, your
comments are expected in 2 weeks time, i.e. by Thursday 06th June.
After the deadline, I will request a resolution for the approval of the 2
projects.
1 - Introduction of a channel interleaver in 131.0-B (in response to
AI_19_06)
2 - Extension of 131.2-B to use of AOS and USLP (fixed length frame) for
ground-to-space and space-to-space links (beside space-to-ground links)
(see sec. 2.4 of the Spring MOM)
