[SLS-CC] Concept paper for WG comments (deadline: 18 June 2019)

please find a concept paper provided by CNES, for the extension of CCSDS 
131.3-B-1 to ground-space and space-space links, and for the use of USLP.
Your comments, if any, are expected by 18 June (2 weeks), before I proceed 
with requesting the resolution for the project approval.
