The proposal from Enrico as an ESA position seems indeed reasonable. CNES agrees on removing the sentence.
Work on that topic will be presented during the next CCSDS session.

Dear Clement and all,

the following comment has been sent by Enrico to the RFM WG, expressing ESA position. I believe the proposal is very reasonable.

As expressed during the presentation of the concept paper in the Hague,  ESA is concerned that CCSDS approval of such OB for use in the EESS X-band may cause RFI beyond what computed in SFCG and which resulted in an SFCG and an ITU-R recommendation on power flux density limits.
The most logical solution would be to add the SFCG review cycle in the OB loop. ESA understands that this may cause the schedule to expand beyond the proponents' wishes.
As compromise, ESA proposes to remove the indication of the bands by simply deleting the sentence

 "DVB-S2X can be used for both X and Ka-bands."

ESA understands that removing this sentence from the concept paper does not prevent the bands from appearing somewhere else but is ready to run the risk and approach the issue again as needed.

as agreed during the &CS/RFM meeting in Den Haag, CNES and Jaxa will prepare an Orange Book for DVB-S2x.
CNES provided an updated concept paper for the work to be done, attached.
Could I please have your comments, if any, by the end of next week (Fri 22 December)?
I realise the time is short (with the Xmas period coming), but the work has been already agreed upon during the Den Haag meeting,
so I'm just asking your comments to the concept paper.

I trust that Enrico will do the same for the RFM WG.
