[SIS-MIA] [EXTERNAL] [BULK] status of the RTP over DTN book

Spoke with Nadia over at GRC and we are planning on completing testing for RTPoverDTN the last week of May. At that time I will also be working to get the yellow book filled out and hopefully by the time the meetings come around it should be ready to hand off with maybe a few editorial questions.
