[Sis-mia] Green Book First Draft

All, I have placed a copy of the attached Green Book draft in the CWE, CWE>SIS>documents>SIS-MIA>Draft Documents>Streaming Services Green Book.

Per the schedule we have until July 8 for comments and updated content to be provided back to me.  I will send a reminder in June.

This draft incorporates content from the Cleveland meetings, and has placeholders and notes mostly in red (and sometimes in italics).  Scott and Jeremy will no doubt provide the bulk of the inputs required.

I will follow up in a week or so with an update about proposed testing that was discussed in Cleveland.
