[Sis-mia] SIS Resolution to publish Motion Imagery and Applications Blue Book

The SIS Area, on recommendation of the Motion Imagery and Applications working group, resolves (SIS-R-2014-11-001) to submit the attached Red Book and associated Test Report in support of CESG and CMC polling for publication of the Red Book as a CCSDS Recommended Standard (Blue Book).
