[Sis-ipo] March 30 Update to IP over CCSDS RED-3 on CWE

Dear SIS IPO members,

I've added a new document, 702x1r3[final]_March30_09_gjk.doc to the public folder in the CWE under SIS-IPO. It contains the following new proposed updates to the document (using the Word revision feature):


 1.  Added two notes under Section 2 on how the AOS and TM space data link protocols handle fill.
 2.  Added a note under the Encapsulation Service regarding the implementation issue of dynamically/automatically changing the encapsulation packet header size to accommodate variable size payload sizes using encapsulation.
