[Sis-ipo] review of 2nd version of draft white book

At the Spring 2006 CCSDS IP over CCSDS WG meeting in Rome, I plan to go 
over  the second draft IP over CCSDS Links white book, available for 
downloading from the public folder at 
http://public.ccsds.org/sites/cwe/sis-ipo/default.aspx

The file name is: 702x1w1_gjk2.doc

In particular, I am looking for consensus on all of the notes concerning 
the primitives under "Notes to WG:" dispersed throughout the text.
