[Sis-exec] FW: Transition of SCPS-NP, SCPS-SP, and SCPS-FP to Historical status

Folks, I've been remiss in addressing this, and I apologize.  Keith has
proposed that SCPS NP, SP, and FP be transitioned to historical status.
They can be "resurrected" at any point should folks have a need, but
they have not gotten noticeable use, so the proposal is to shelve
rather than renew them.  Any objections?  If not, I'll launch these
resolutions under SIS cover to the CESG.

	CONSIDERING that the CCSDS protocols:
	
	    Space Communications Networking Protocol Specification
(SCPS)--Security Protocol
	    Space Communications Networking Protocol Specification
(SCPS)--File Protocol
	are due for either refresh or expiry within CCSDS,
	 
	 
	and RECOGNIZING that these protocols contain no technical
errors that would prevent their use,
	 
	and RECOGNIZING that these protocols have seen no operational
use by CCSDS agencies since their recommendation,
	 
	and RECOGNIZING that these protocols may be of use to future
CCSDS or other applications,
	 
	 
	REQUESTS that these protocols be transitioned to HISTORICAL
(silver book) status within CCSDS.

	The Cislunar Space Internetworking Working Group:
	 
	CONSIDERING that the CCSDS protocol:
	
	    Space Communications Networking Protocol Specification
(SCPS)--Network Protocol
	is due for either refresh or expiry within CCSDS,
	 
	and CONSIDERING that there is an outstanding RID against the
Space Communications Protocol Specification--Network Protocol (SCPS-NP)
requesting that it be modified to allow transport of information
required to support IP Security (IPSec) Authentication Header (AH)
information,
	 
	 
	and RECOGNIZING that many commercial security implementations
do not support IPSec Authentication Header,
	 
	and RECOGNIZING that other implementation options such as IPSec
Encapsulating Security Payload (ESP) with a NULL encryption algorithm
provide equivalent functionality with little difference in overhead,
	 
	and RECOGNIZING that there is no formal RID document available
with the RID initiator's contact information,
	 
	
	
	and having CONSULTED with security experts within CCSDS on this
matter,
	 
	
	and RECOGNIZING that SCPS-NP has seen no operational use by
CCSDS agencies since its recommendation,
	 
	and RECOGNIZING that SCPS-NP may be of use to future CCSDS or
other applications,
	 
	 
	REQUESTS that the open RID be closed without action and that
the SCPS-NP protocol be transitioned to HISTORICAL (silver book) status
within CCSDS.
