[Sis-exec] MORE from the CMC

Hey, the CMC is requiring more information from the Working Groups.
Reports to the CESG will be required to have:
List of documents under production in each WG -- title and type (B, M,
G, O, ...) of each document;
WG meeting attendance (at least by agency);
Meeting (and telecon) statistics -- e.g., 17 telecons between meetings,
with # participants of each;
Schedule changes for each document;
Number of active contributors (whether they attend the meetings or
not), and participants in the meetings; and
Overall progress against schedule.
I suspect that the CESG will develop a template for this, but you WG
chairs should be keeping track of work that gets done between
individual CCSDS meetings, and realize that they're wanting to monitor
progress against the original WG charter. There's a tension between
thinking about the WG charter as the contract between the WG and the
CMC and the priorities of flight projects, etc.
BTW -- it's good that we actually completed a WG's charter and folded
it. Essentially all of the agencies are treating CCSDS as a zero-sum
game, with any new WGs having to come at the expense of existing WGs.
So far, MOIMS and SIS are the only respondents to the "prioritize your
WG activities" action item, but there is an intent to develop a merged
priority list some day. That should be fun, too.
