[Sis-dtn] BP Administrative Record Types reserved code points

With the recent publication of RFC 9713 [1] there are now administrative
record type code point blocks reserved for both private use and
experimentation. The experimental block is spacious, with 128 values, so I
highly recommend to anyone doing actual experiments involving administrative
records (e.g., I believe both the BIBE and compressed status reporting do)
that they use code points in this reserved block rather than choose some
other unallocated value(s) and hope that reality does not collide with their
prototypes.
The point of private use and experimental reservations are to guarantee that
no well-behaving user, operating with registered code points, will collide
with your use. So experiments can (and should eventually) take place on real
networks without interfering with other users.
