Things to remove from the PICS on the assertion that they're
implementation-dependent and not interoperability issues:

9171 section 5.4.2 step 1 -- totally implementation-dependent

9171 section 5.9 -- the part about reassembling in the middle of the path
-- totally implementation-dependent


Need to update the PICS spreadsheet to match the current version of the
document and probably add the missing information from developers (Keith)


Need agenda for Fall CCSDS meeting.
