[Sis-dtn] BPSec PICS and interoperability testing

For those interested in BPSec PICS and interoperability testing, please
have a look at the end of the telecon notes for today (link below) where I
have a discussion of the above.

I looked through the python interoperability test document Sarah provided
(thanks!) and I THINK the draft PICS list covers everything.


The big issue has to do with the CCSDS requirement to implement and
interoperability-test all the 'MAY' requirements as well as the SHALLs.  We
might want to go through the proposed PICS list and see if there are any
MAYs that we can nail down.
