[Sis-dtn] New version of BPv7 draft Red Book

There is a new version of the BPv7 Draft Red Book available on the Google Drive site.

NOTE: The new version of the document is titled: “734x2p10_CESG_Approval v20221117.docx” which has all comments removed and changes accepted.
This version SHOULD include all changes to satisfy the PIDS from the CESG review. Peter and Ignacio: please look at this document and let me know if you’re satisfied; I’ll provide those emails (if you are satisfied) to the secretariat as evidence to proceed with a new CESG poll.
* This version INCLUDES profiling out all dtn uri EIDs (implementations do not need to support dtn URI EIDs, including dtn:none).
* This version INCLUDES profiling OUT the mandatory implementation of BPsec as discussed in Toulouse. Note that because RFC9171 requires implementation of RFC9172, a 9171-compliant implementation could use BPSec and send bundles to a CCSDS-compliant implementation and the CCSDS implementation might not be able to e.g. decrypt the blocks of such bundles.
* This version INCLUDES an annex outlining the proposed changes to the ipn URI scheme as discussed in the IETF DTN WG and in Toulouse. Implementations are encouraged to look for and implement such augmentations at their earliest convenience.
SANA: Note that this document contains two requests to extend existing SANA registries:
1. Extend the CBHE Node Numbers registry by adding a point of contact for each allocated range
2. Extend the Site Services and Apertures Registry to include a list of CBHE Node numbers of the BP nodes (that provide Internetworking/DTN services) at each site.
