[Sis-dtn] ESA IPN Node Numbers (aka CBHE node numbers) in SANA

Hi Scott,

As we are deploying more and more nodes in our infrastructure, it is time that we get the numbering right.

I see that ESA has two allocations:

Unfortunately, I have no idea who actually has been behind those (and if they are still around).

I have talked to our ground network people and we would like to request additional allocation if possible:

1049600 (0x100400) - 1050623 (0x1007FF)         European Space Agency - ESTRACK
1059624 (0x100800) - 1051647 (0x100BFF)         European Space Agency - European Space Operations Centre
