[Sis-dtn] Bolt-on to CGR standard

We may need to include with the current CGR Book a standard representation for Contact Plans (for exchange among agencies on the ground) - this is not the 'over-the-air' contact plan exchange protocol.

I think the basic information is pretty done (modulo any new features we may want to add to scheduled DTN routing).  There's likely to be some discussion around HOW to represent this information, but we should start thinking about how to fold this in.
