[Sis-dtn] Results of joint SIS-SEA discussion on BP Security

Essentially, nobody’s got objections to the current ‘dual-homed’ aproach of having SBSP block types as well as a CMS block type (according to the SBSP-01 internet draft<https://tools.ietf.org/html/draft-birrane-dtn-sbsp-01>).
