Charles,

  That is my understanding as well. I would expect the entire type-specific contents of a CMS block to be in CMS.

  I think that Scott's point is that we should define all extension blocks (including security extension blocks) in an encoding-neutral, canonical format first, and then talk about how to make appropriate on-the-wire representations of it later.

  Do you and Jeremy agree to write up the description of the CMS block for the next rev of IETF DTNWG sbsp? Or at least for Jeremy to write portions of the IETF sbsp-01 spec and you to review and adapt for CCSDS as needed?

   I think we have sufficient consensus to draft something at this point. I suggest further discussion be based off of a tangible artifact.
