I don't know why there is a need to add any of the reds since they merely emphasize the nature of LTP; e.g. internal to a block the data is not changed but the blocks themselves may arrive in any order.  An LTP implementation that is written to maintain order is no more compliant than one that is not and may conceivably affect performance of the link by changing the behavior of the protocol.
