[Sis-csi] High-rate uplinks

I checked with my DoD contract.  He has only heard requirements for
low-rate uplinks.   Nothing in the order of 10 Mbps.  Note, however, the
applications this groups is involved in is generally space-based
sensors.  So commands go up and large volumes come down.
