Just a thought here:  can somebody set up a separate mailing list to continue
the endless discussion about the layers below IP, so we can have a place that
focus on network layer and above issues?  Any discussions of layers below the
network layer would be limited to identification of the requirements for those
lower layers.

For all fans of layering, they should recognize this as a layered approach to
this issue.
