Fred: I haven't yet heard of anyone who has stated an interest in Lunar 
missions who isn't already represented in CCSDS in some way, so that's not 
an issue.

CCSDS, however, is a standards organization - not a mission coordination 
organization. Groups such as the IOAG http://www.ioag.org/tor.html have 
been established to provide the forum for missions and mission support 
organizations to develop their future plans for interoperability, and the 
IOAG is currently attempting to expand its membership to include all 
potential partners in future "exploration" initiatives.

In an ideal world, the IOAG establishes its requirements for international 
interoperability and CCSDS supplies the necessary international standards. 
In the real world, CCSDS and IOAG work in a spiral mode.

The next IOAG meeting is in June, and we can expect spirited discussion 
about future interoperability in the months leading up to that event. The 
Cislunar Green Book will be a catalyst for many of those discussions.
