One would hope, however, not to converge infinitely upwards. A lurker on 
this list paraphrases Bob Braden's axiom on protocol development, which may 
well apply here:

"You aren't done until there is nothing left to remove".

At some point soon we need to start homing-in on a set of hard 
recommendations; the stuff of a Red Book.
