"most-usual" or "most-unusual"?

Ours is not to "disallow"; ours is to discourage. We need to point out 
where common functions can be implemented in common protocol, provide the 
tools and guidance to accomplish them, and let the user decide.

Disallowing something is a policy matter, which is the domain of the owner 
of space networking infrastructure. That we are not.
