[Sis-csi] JPL paper from IEEE Aerospace conference

Hi,

This paper documenting a JPL ICP study from last year, was presented at the
IEEE Aerospace Conference March 5-12, 2005.  

I missed most of the later part of his presentation at the IEEE Aerospace
conference, so I didn't get chance to question or talk to Gary Noreen about
his conclusions...

But I understand that according to NMS (Steve Horan)'s modeling of the
surface environment, the aerostationary may NOT be good enough for
continuous communication and that an in-situ surface network would be
needed....

Do you want me to invite Gary to the SIS-CSI to participate?
