[Sis-csi] No cislunar telecon this Thursday

I've got an all-day meeting this Thursday, so I propose we drop the
telecon this week.  The number should still be open if others want to
dial in to discuss issues.
 
As I said last time, I think we're getting near completion of the
scenarios section, especially since it doesn't/shouldn't be particularly
mission- or even NASA exploration- specific.  We need to drag the
communications requirements out and then get on with the business of
filling in the rest of the outline.
