[Sis-csi] New version (0.8) of cislunar green book

I have posted a slightly moded version of the cislunar green book to the
CWE web page
(http://public.ccsds.org/sites/cwe/sis-csi/Public/CSI_GREEN_BOOK_Draft_0
.8.doc).  Changes here are:
 
1. moved security up into requirements section
2. adding infrastructure to support choice of IP as network layer
protocol
    list of alternatives (IPX, ATM, etc.)
    note that IP is a CCSDS recommended protocol
