[Sis-csi] Cislunar WG charter v0.5

Keith--Looks good and should be a timely and productive initiative. My only 
reason for suggesting that consideration be given on the WG title to 
putting CCSDS  at start of the title is to provide those hear about the WG 
but are not intimate with the WG an identify relative to affiliation 
without having to read the Charter. A thought. Bill
