[Sis-csi] Cisluar WG charter v0.4

Hi,

First, thanks to everybody for a productive BOF on Friday.  I think 
we've identified a number of areas where a cislunar WG could be useful 
to CCSDS.

To try to get things moving quickly, the draft WG charter is going to be 
presented to the CESG on Monday.  I've updated the previous version of 
the charter to reflect Friday's discussions and have attached version 
0.4 here.  I will be checking mail this weekend and if anybody has 
comments, I'll try to incorporate them into a new draft late Sunday night.
