[SIS-CFDPV1] CFDP B6 Update - New Draft

Dear All,

In preparation of the CCSDS Fall Meetings, I have updated the CFDP B6 Draft according to the discussions at our last meeting. I have also tried t improve the readability wrt the now optional features.

Please have a look (if possible, prior to our meeting). My intention for the Fall meeting is to conclude on all open questions, so that after the meeting only editorial changes and checks are necessary.
